Green paper proposes three million new homes by 20


The long awaited housing green paper has been announced by the government. Housing Minister Yvette Cooper introduced the green paper saying it was 'the most significant programme of house-building for decades' and 'an ambitious positive response to the growing challenges that many people face.'

Cooper cited figures showing that in England 223,000 new households are created each year but only 185,000 new homes were being built. To address this the government wants to see 240,000 new homes being built every year. A 'significant' number of the new homes will be social housing available to rent, for which £8billion has been allocated by the government. Other affordable housing will be available through shared ownership schemes. A new feature to be introduced will be equity loans available to first-time buyers to cover 17.5% of the value of homes. To answer critics of house building the government has set a target that all new homes will be made 'zero carbon' by 2016 by the use of features such as improved insulation, smart electricity meters and solar panels and features to reduce water consumption. As previously heralded five new 'eco-towns' will be established each with 5,000-20,000 family homes, between 30 and 50% of which will be affordable housing. The government has indicated that it will use the New Towns Act to acquire land and overrule local planning objections if necessary. For local authorities there is the prospect of being able to build homes again by bidding for money. The housing finance system will be reformed to enable them to keep recent and receipts from the new homes.
