| Changes ahead and the Planning Gain Supplement | 15th Mar '07 |
| The Government has been discussing changes to the planning obligation system, a summary of which is in this article from the Planning Portal. |
The Government have then been discussing a possible 'Planning Gain Supplement' (PGS) for all new housing in the UK. This will help introduce more affordable housing and address the environmental concerns, but will not help community groups like the church work with developers to make community provision more accessible. The Planning Portal have produced a summary in the following link (click here).
Note the following paragraph from the Planning Portal re PGS: 'outside the scope would be such items as: education and health provision; community centres, bus services, fire stations, employment and training, labour initiatives, town centre management, cultural facilities and leisure facilities'.
This proposed change in policy and arrangement will be of great concern if community groups are going to be disadvantaged in the long term. The 106 Agreements have been valued by many community groups and there is danger that an advantage will be lost when new arrangements come in to place. This should be a matter of further discussion and enquiry, and we would be glad of any further web references and other resource details which will help church leaders keep up to date and engage with the process. We will try to keep you informed, though suggest you also check the Planning Portal and the Department for Communities and Local Government for more information. You can request a weekly email news update from the Planning Portal to keep you informed.
In the mean time you could ask your MP what the possible implications of the Planning Gain Supplement would be for community provision in addition, that is, to affordable housing and the environmental concern. How can community facilities be provided for by community groups? Ask about the suggested expansion and revision of the Community Infrastructure Fund and how that might work to best advantage for all community groups, as per the web article of the Planning Portal above. Note though that the Community Infrastructure Fund at present relates to transport.
